Preheat oven to 375°F (190°C). Grease a baking sheet with olive oil.
Shape the goat cheese into small bite-sized balls about 1 inch in diameter.
Set up a dredging station: place flour in one bowl, beaten eggs in the second, and panko breadcrumbs mixed with garlic powder and black pepper in the third.
Coat each goat cheese ball first in flour, then in egg, and finally in the breadcrumb mixture. Place onto the prepared baking sheet.
Bake for 18-20 minutes or until golden brown and crispy on the outside.
Remove from oven and allow to cool slightly before serving warm.
