In a medium saucepan, melt the butter over medium heat. Whisk in the flour until a smooth paste forms.
Gradually whisk in the milk, ensuring no lumps form. Continue to whisk as the mixture begins to thicken.
Once the sauce has thickened, reduce the heat to low and slowly add the shredded cheddar cheese, stirring constantly until fully melted and the sauce is smooth.
Add the garlic powder, onion powder, salt, and black pepper. Stir well to combine.
Remove the saucepan from heat and let it cool slightly before serving with pretzels.
